Quatrefoil, Inc. believes in a fully interactive approach to project design and development. The resources we provide will help the City of Estacada develop a plan that will serve the long term needs of the community. To that end open communication and involvement of all interested and affected parties is critical to a successful project.

Our team’s approach to the design of the project will be one that respects both the physical and historical context of the site while developing a design that can serve the needs of the residents of Estacada. The history of the site, i.e., how it has developed and been used, should be allowed to inform the design of the project in order to create a richer design unique to this place. The existing manmade pond presents a unique opportunity to educate and inform visitors to the site about manmade changes to the landscape and restoration of plant and wildlife habitat, both in the park and in the larger natural landscape that we live in.

It would be the intention of the design team to begin the project with a thorough review and documentation of the existing conditions as well as a review of all applicable standards and codes affecting the project. Quatrefoil, Inc. and its consultants would develop an analysis of the site with an eye toward the proposed park development. The design team will quickly move to developing conceptual site plans and alternatives for the project program elements. We envision that a Citizen Steering Committee would work with the design team to review the work and help to develop the plans and priorities for the park’s development.

Safety concerns as well as accessibility would be looked at as an integral part of the design. Site amenities will be designed to be site specific and reflect local culture and community. Options would be developed for implementation including alternative construction methods and phasing scenarios for the project.

Detailed cost and implementation schedules would be developed for the plans. The cost estimates and schedule would be updated throughout the process to reflect the changes and alternative design options. This work is an important means of allowing for an informed review of the plans by the stakeholders. Quatrefoil, Inc. will provide assistance identifying the appropriate means and personnel to carry out the complete project including ideas for phasing of the work.

At the end of the process the City and the residents of Estacada will have participated in an exciting process that has built ownership in a project, which will improve their community. Quatrefoil, Inc. looks forward to being part of this process.

We have included a preliminary concept to illustrate an approach to the organization of the park and some of the programmatic elements of the design. This sketch has been included to better illustrate our current understanding of the proposed park. We look forward to expanding on these ideas and working with you on developing the park master plan.
